Medicine after death?( Kenya university attack)

Kenya government have begun freezing accounts which they suspect are funding Somalia terrorists organization, Al Shabaab. So far, the government has frozen 86 accounts, but that number could go up, said Mwenda Njoka,.a spokesman for the Interior Ministry. The government has tracked supporters of the terror group since 2011, and efforts to freeze their assets have gone on since then. It has a list of suspects from various parts of the country, but mostly in Nairobi and Mombasa, he said. The question arising now is this, if the government knew those who were funding the organization, why didn't they make any efforts to cut off their finances, why did it have to take 147 lives to push the government into action?
